The symbol of WCRR 2008 Seoul was designed to signify 'Korea in the world with Korean Railroad leading its way'. It depicts overlapping figures of Namdaemoon (the South Gate), one of the most famous historical architectures in Korea, and a blue globe, representing Korea within the larger world and its railway industry in the global market.

Under the main theme of "Towards a Global Railway", WCRR 2008 Seoul will present how to enhance the cooperation and exchange among industries and researches through globalizing process in the field of railway. Sub themes will enclusively cover the issues including both passenger and freight transportation, reflecting on-going technical, social, and environmental factors and challenges.

WCRR 2008 Seoul will be a great opportunity to showcase the modern state of Korean railway industry and aid in creating a new paradigm embracing the concept of harmony between transportation culture and environment, establishing the Korean railway businesses as one of the leading forces in the global market. To host the 8th World Congress on Railway Research, the Korean railway bid team submitted an application in October 2002. They had actively promoted Korea's bid, especially in WCRR 2003 Edinburgh. Finally, on April 2004 it was proclaimed that Korea would host WCRR 2008 in Seoul. Three representative institutions of Korean railway, Korea Railroad Corporation (KORAIL), Korea Rail Network Authority (KR), and Korea Railroad Research Institute (KRRI), firmly agreed to host WCRR 2008 Seoul and inaugurated WCRR 2008 Seoul Planning Corps in charge of planning and organizing the congress in accordance with the Joint-Agreement in March 2005.
